The services rendered by Tolplan since 1982 in the field of toll roads, both in South Africa and internationally, cover all phases of toll projects from the project viability phase through the implementation phase to the operational phase. These services are offered for both conventional toll plazas consisting of a selection of manual, card, mixed, dedicated and express Electronic Toll Collection lanes and Open Road Tolling, as well as hybrids of conventional tolling and Open Road Tolling.
An important development in the skills and experience of Tolplan during the last few years has been the execution by the company of the traffic, technology and financial feasibility study (and updates thereof) and the design and tender documentation of the toll system, operations and infrastructure of the Gauteng Open Road Tolling project in South Africa.

Willem J Pienaar
Managing Director
Willem is the Managing Director of Tolplan and TPO Consulting, specialised toll road management and engineering consultancies with a staff component of about 80. He is also the Director responsible for the Feasibility Studies Business Unit. He has 28 years’ experience in the toll industry of which most has been in the fields of toll policy studies, toll road traffic analysis, toll road economic and financial feasibility studies and toll road operations.
Willem obtained a BSc (Civil Engineering) degree in 1974 and a Master of Business Administration in 1977 at the University of Pretoria and an MSc (Transportation Engineering) at the University of California in 1980. He is a Professional Engineer with the Engineering Council of South Africa and a Fellow of the South African Academy of Engineering.
Willem recently acted as the overall Project Leader for the Gauteng Freeway Improvement Projects Feasibility Study.
Anesh Mayas
Director
Anesh serves as the Director for TPO Consulting and is currently the Durban Office Manager of Tolplan and TPO Consulting and also the Contracts Manager of three CTROM (Comprehensive Toll Road Operations and Maintenance) Contracts in KwaZulu-Natal. He holds a diploma in Project Management.
Anesh has been in the South African toll industry for over 24 years and has become a specialist in the field of toll operations and maintenance.
His role in various toll operations and maintenance contracts, including that of CTROM Contracts, as well as his involvement in the mobilisation of numerous international and local toll projects, has equipped him with skills in project management, commercial contract management and operations and maintenance supervision.
Charles Vorster
Director
Charles serves as the Director responsible for the Electronic Toll and Intelligent Transport Systems Division of Tolplan and as a Technical Director of TPO Consulting. He holds degrees in Electronic Engineering and Commerce.
Charles has for the past twenty years, been involved in all aspects of toll and traffic management systems, and their operations, in South Africa, Hungary, Greece, Malaysia, Brazil, Mozambique, Swaziland, Lesotho and New Zealand. These projects consisted of aspects such as Feasibility Studies, Preliminary Designs, User Requirement Specifications, Detail Design and Specifications, Tender Documentation, Tender Adjudication, Contract Documentation and the Supervision of Procurement, Integration, Installation, Testing and Commissioning, as well as Operations and Maintenance and performing Technical Audits. It covers toll at conventional toll plazas, Open Road Tolling and combinations of these. He also led the teams determining the national Electronic Toll Collection standards for South Africa and Greece and the toll system and operations design team of the Gauteng Open Road Tolling project.
Charles presented several papers at international conferences and has written several articles for international magazines.
Mduduzi MB Ndhlela
Director
Mduduzi currently serves on the Board of Tolplan and holds a BSc (Hons) in Construction Management and a MSc (Building) in Construction Project Management from the University of the Witwatersrand.
Mduduzi has experience since 2004 in construction supervision and project management of civil and building projects. He was part of the supervision team for the construction of the Gauteng Open Road Tolling Project customer services facilities and toll gantries from 2010 to 2011. He also served as the Infrastructure Maintenance Manager on the project from 2012 to 2016 and is currently the Operations Manager in the Employer’s Representative’s team for the Gauteng Open Road Tolling Supervision Project which is being executed by Tolplan for SANRAL.
Rui da Silva
Director
Rui serves on the Board of TPO Consulting, a specialised toll road operations and maintenance consultancy, and a Technical Director of Tolplan, a specialised management, engineering and information technology firm.
Rui holds a degree in Civil Engineering from the University of Johannesburg and is registered as a Professional Technologist with the Engineering Council of South Africa.
Rui has more than 20 years of experience in the fields of Detail Design of Toll Plazas, Toll Plaza Construction Supervision and Toll Operations and Maintenance and, in particular, in the management and supervision of CTROM (Comprehensive Toll Road Operations and Maintenance) contracts. During the last thirteen years, he held the positions of Operations Manager, Project Manager and Contracts Manager on various toll operations and maintenance and construction supervision projects. The work performed in respect of these projects included Detail Design, compilation of Operational Specifications, Tender Documentation, Tender Evaluation, Contract Management, Audits of toll organisations, their systems and procedures, Operational Inspections, Compilation of Operational Procedures and Toll Operations Training. Before joining Tolplan, Mr da Silva was a member of the design and planning team of the company Keeve Steyn Inc, known today as Goba (Pty) Ltd.
Petrus P Haasbroek
Director
Paul serves on the Board of Tolplan and is currently the Employer’s Representative within the supervisory team of the Gauteng Open Road Tolling Project, that includes tolling of 185 km of motorways on the Gauteng province’s network.
Paul obtained a BSc (Civil Engineering) degree from the University of Pretoria in 1982 and holds an MSc (Transportation Engineering) degree (1996) from the University of Pretoria. He is a Professional Engineer registered with the Engineering Council of South Africa.
Paul has extensive experience since 1992 in various facets of the toll industry that ranges from toll road economic and financial feasibility studies, toll road traffic studies, toll operations as well as managing toll system implementation projects. He has participated in South African as well as in international projects.
