Transportation Planning, Engineering & Modelling

Tolplan has extensive experience in traffic and transportation-related studies which has been gained through several large national tolling projects, such as the Gauteng Open Road Tolling (ORT) Project, and iconic metropolitan projects, such as the City of Tshwane (Pretoria) Road Master Plan and the City of Johannesburg Integrated Transport Network.  Traffic and transportation planning and engineering services have been provided to public and private clients.

Due to the high risk associated with toll road feasibility studies, Tolplan has over the years invested heavily in the demand estimation and transport modelling expertise of the company, both in terms of infrastructure and human resources. Tolplan is currently playing a leading role in training and application of the internationally recognised modelling software developed by PTV Group, inclusive of packages commonly used in South Africa such as PTV VISUM, PTV VISSIM, PTV VISTRO and PTV VISWALK. Tolplan is currently the only PTV accredited training provider in South Africa. Tolplan, nevertheless, has the expertise to make use of other software such as EMME and SATURN.

Tolplan completed a 3 year contract with the City of Tshwane in 2015 during which the Road Master Plan for the City was updated, making use of in-house expertise on transport planning, transport engineering, geometric design and also GIS capturing and analysis, applied to large and small scale areas. The City has also appointed Tolplan to assist with the implementation of Automatic Fare Collection on the City’s Bus Rapid Transit system – A Re Yeng.

Tolplan was appointed by City of Johannesburg (CoJ) to develop the Integrated Transport Plan in 2014. Tolplan was responsible for project management and the updating of the CoJ Transport Model. The model was based on the conventional four-stage process and included trip generation and modal split sub-models. The modal split model was based on stated preference data collected as part of

the study. The model is a truly multi-modal model which dynamically responds to alternative land use and transport interventions. The project proposed a phased network of public transport services including Bus Rapid Transit (BRT) services.

Tolplan is also involved in specialised traffic and transportation projects with large developers where services relating to road network expansion, capacity analyses and microsimulation are required.

  • Recent Traffic and Transportation related projects completed by Tolplan in South Africa (except where otherwise indicated) include:
  • Transport modelling and toll feasibility study for the Gauteng Freeway Improvement Project (GFIP), Gauteng Province;
  • Transport modelling and toll feasibility study for the N3 Highway between Durban and Pietermaritzburg, and the N2 Highway between Umdloti and Prospecton, KwaZulu Natal Province;
  • Traffic simulation and capacity analysis of road upgrades around the Mpilo Boulevard in Maseru, Lesotho;
  • Transport modelling of upgrades to the arterial road network plan for the Buffalo City Municipality, (East London);
  • Updating the transport model and applying the model to development of an Integrated Transport Network for the City of Johannesburg;
  • Several modelling and transport studies for large development nodes such as The Hills, Monavoni and Hazeldean in the City of Tshwane, and Riverfields, Dunkeld, Linksfield, Sandhurst, Steyn City and Linbro Park in the City of Johannesburg.
  • Traffic study with associated transport model for the Mathosana Mall node, North West Province;
  • Impact assessment and traffic simulation for the City of Tshwane bus rapid transit (BRT )line 2C impact;
  • Several toll feasibility studies with supporting transport models, including PWV 3 Magalies extension, sections of the R521, R523, R572 in Polokwane, sections of the N5, N8, N12 and R30 highways;
  • Traffic study and traffic simulation of the redesign of the N3 Pietermaritzburg Market interchange (KwaZulu Natal);
  • Traffic study and simulation of a potential displaced right turn intersection close to the Monavoni Mall, City of Tshwane;
