Intelligent Transport Systems (ITS)

Its unique blend of transportation engineering, financial analysis, electronic engineering and information technology skills have enabled Tolplan to undertake ITS projects of the following nature:
  • A techno-economic investigation into the possible
  • A technical and financial evaluation of the potential application of multi-lane free flow ETC in the Gauteng Province (an urban province) of South Africa
  • Since 1998 the company has been intensely involved in the standardisation of Dedicated Short Range Communication (DSRC) protocols used in the establishment of Electronic Toll Collection (ETC), both in South Africa and in Greece. These projects involved not only extensive investigations into the latest international best practice, but also required the identification of the unique local needs of the specific country. The design phases covered all aspects from the drafting of detailed user requirement specifications and proposals on viable alternative solutions to detailed specifications and Memoranda of Understanding for interoperability.
  • The implementation of a National Clearing House for South Africa (with a partner consultant), providing road userswith a single account for all Electronic Toll Transactions country-wide, regardless of which authority’s roads are used.This also includes a national ETC website and a national Call Centre.
  • The implementation of a Violations Processing Centre for South Africa to perform debt collection and assistance to thelegal system in prosecuting toll offenders.
  • The recruitment and training of toll enforcement officers to perform mobile policing for Open Road Tolling
  • An operational concept description of Electronic Vehicle Identification (EVI) for Gating and Electronic FeeCollection applications, performed for the Council for Scientific and Industrial Research (CSIR) in South Africa
  • A description of typical Electronic Vehicle Identification (EVI) equipment characteristics and capabilities, performedfor the CSIR in South Africa.
  • The company has also been involved in a number of local and international ITS projects that included all aspects pertaining to the planning, design and tender adjudication, as well as the supervision of various procurement and installation phases, for the following systems:
    • Traffic management information systems
    • Urban Traffic Control Systems
    • Emergency call systems for highway assistance
    • Roadside meteorological stations used for, inter alias, ice detection on the roadway surface
